Management rule sources contain a top-level block called MR.
There are three types of management rule:
Adelia management rules ("ADELIA"), which can only be inserted into Adelia sources,
Common management rules ("COMMON"), which can be inserted into both Adelia and Visual Adelia sources,
Visual Adelia management rules ("VISUAL"), which can only be inserted into Visual Adelia sources.
The MR block for Adelia and common management rules will contain the management rule's source and may contain PROCEDURE blocks (but with no DECLARATION block).
The MR block for Visual Adelia management rules will contain the management rule's source and may contain PROCEDURE blocks (with a DECLARATION block) and BREAK blocks.
