Anybody liable to work within an environment is known as a software engineer. Although the environment contains company data, access to certain confidential information must be restricted to the software engineer or group of software engineers authorised to manage it.
Objects can only be handled by the software engineer or group which owns the object, or by a software engineer with special replacement authorities.
By this means, update responsibilities are clearly defined. The software engineers and their access authorities are exclusively controlled and managed by the environment administrator(s).
