This function is used to retrieve a pseudo-random number (NUM_BIN_4).
Note: Random number generation is stable compared to the number used to initialize the generator, but does not give the same results on the different platforms in question. On a Windows or Mobile platform, this is a number between 0 and 32767. On a Java or Web platform, it is an integer between -2147483648 and 2147483647.
