With a Windows or Mobile client, this function is sued to center a window relative to the reference window specified by the VaToolBxSetRefWindow function.
If the reference window has not been defined, no longer exists, or is not visible, centering is performed relative to the main monitor.
With a Java client, this function is used to center a window relative to the main monitor.
